Spam HE and use side guns against lightweight rats.
Just watch out for the Ikonish and good players using the 85mm ZIS

Its good but with everyone using the ikonich in my matches its not worth the downgrade for the gun. If the ikonich gets moved back to t 5 I would give this a 4 or 5 stars depending on what else is added.

The Finnisher can still kill about anything at Tier 4. The reload is alright 14.07s . Most people at Tier 4 either have no clue how to pen you or just dont have the pen for it. The speed is also not terrible at 34 km/h.
